As celebrations marking His Holiness the Dalai Lama’s 90th birthday continue with ceremonial and festive activities across the free world, Chinese authorities, citing the potential influence of such events inside Tibet, have circulated an internal document, emphasizing the need for heightened vigilance.
Tibet Times has obtained a copy of an internal document recently issued by the Chinese government. The document outlines eight key articles, including a major plan of action titled “Warning on ideological risks in the Autumn session 2025” and a “Swift Action Plan for Sensitive Times.”
Article 8 of the document, titled “About Ethnic Religions,” specifically highlights in sub-clause no. 36 that, with His Holiness the Dalai Lama marking his 90th birthday this year, forces opposing China and supporting Tibetan independence are engaging in covert activities by secretly producing harmful audios, videos, and related materials for circulation inside Tibet. It directs that strict surveillance be maintained over Tibetan monks who use social media or covert channels to send greetings to His Holiness or discuss Tibetan independence. Moreover, the document urges that devout followers be strictly prohibited from joining illegal gatherings, raising flags, displaying images, or resorting to self-immolation, with the aim of comprehensively preventing serious incidents.
Similarly, sub-clause no. 37 states that the small number of religious groups that have established practice centers targeting the youth and conducting educational activities must be strictly banned. In particular, it emphasizes that any activities influenced by foreign forces, which risk infiltrating the minds of the people, must be firmly prohibited.
In the same vein, sub-clause no. 38 underscores that, with the 60th anniversary of the establishment of the Tibetan Autonomous Region (TAR) approaching on September 9, any conspiracies aimed at inciting protests for Tibetan independence, along with acts intended to attack or undermine the direction of the governing Tibet, ethnic religious policies, or the achievements of development in Tibet, must be decisively prevented.
